Why do Xenon HID headlights require a ballast?

Most xenon lamps seem to require a ballast or a conversion kit before it may be used in a regular car. However, many people are selling inexpensive HID bulbs and claim that these can be just snapped in place of existing halogen bulbs in regular cars. Who is fooling the customer here or there's something else?Why do Xenon HID headlights require a ballast?
True HID lamps run at higher voltages than a typical car electric system (42 volts versus 120). Anything that doesn't require a ballast transformer is not a HID lamp, just a conventional lamp, probably of illegal wattage and colored blue. Installing true HID bulbs into a conventional lamp housing will create a large (and illegal) amount of glare, due to differences in how these lights work. The whole headlight housing needs to be replaced for them to work properly.

I agree with the guy above me about the whole voltage stuff. Although they may be illegal, cops aren't strict about them so you should be good to go. Just don't get an HID bulb with too much of a blue color.
