The previous response is probably correct. In most states it would be illegal to tow such a rig on public highways.
If it's such a lightweight boat, why not rig up a roof-top carrier to haul the boat on top of the camper? (when it's folded down, of course) That would eliminate the problem with towing the second trailer.
As previously stated, it IS possible under certain circumstances to pull two trailers. I've seen many in So. Calif., but there are strict requirements as to length, weight, and so forth. Double towing in the fashion you're describing is illegal in most states as far as I know. Unless your pop up camper happens to be a fifth wheel.
