Pop top camper wont raise?

I have a Jayco Starcraft pop top camper that we took away last weekend, we decided to do some work on it and attempted to wind up the roof but it only gets to just above where the bed slides out before the crank slips and it comes back down, we have inspected all cables and they are non broken / fraying. Can anyone shed some light on why and what to do?
