Can I just buy a pair of xenon headlights without a xenon HID kit?

I own a 1990 Dodge Dynasty and I'm looking to purchase some xenon headlights for my car. When I was looking around online I saw xenon HID kits. I was wondering what the purpose of them was? Would the xenon headlights work without a xenon HID kit?Can I just buy a pair of xenon headlights without a xenon HID kit?
You can purchase cheap fake Xenon bulbs everywhere at aroun 9.99$ although like I said they are CHEAP and burns faster than original halogen bulbs. These bulbs are around 80-100w this is why they are brighter. This high power can cause many problems such as melted headlight.

A real HID kit contains 2 ballasts and 2 xenon bulbs. They usually draw 35w or 50/55w. The light output is probably 3 times more than your tradionnal halogen lights. The lifetime is also about 5 times longer and it gives you a way better look than any other light bulbs on the market.

The only negative side is the cost. A decent HID kit is going for about 100 - 150$ paying more than that would be a waste and paying less will get you cheap quality components.

For a complete set I would suggest: stores.ebay.ca/conversionhid

**A complete set with slim digital ballast (best reliable ballasts on the market) for 109.99$ shipped with 5 years warrantyCan I just buy a pair of xenon headlights without a xenon HID kit?
an HID kit contains bulbs and ballasts they are much more expencive. xenon headlights are bulbs that have a brighter light they are different than HID kits
